EVENDALE POLICE-FINANCE-RECREATION-ADMINISTRATION
COMMITTEE MINUTES

TUESDAY, MAY 2, 2006


        The meeting of the Evendale Council Committee for Police, Finance, Recreation and Administration was called to order at 6:00pm.  Councilmembers Albrinck (Chairman),  Lohmeier  and Puthoff were present.   Police Chief Gary Foust, Village CFO, George Snyder and Recreation Director, Dave Nichols were also present.
        
RECREATION DEPARTMENT-

A.      Ordinance for Seasonal Employees.  Mr. Nichols reminded us that on the May agenda was the Seasonal Employee Ordinance.  He further reminded everyone that there were several employees who were to be paid at the higher rate due to Council’s prior ordinance eliminating different rates for the same employees.  At that time, the decision was made that each employee should have one pay rate no matter the distinction in the work responsibilities.  Council members Lohmeier, Puthoff and Albrinck all restated their frustration with eliminating this policy as it results in inequitable pay for people with the same experience doing the same jobs within the recreation department.
        
B.      Skateboarding.  Mr. Nichols raised the concern about skateboarding on municipal grounds. There currently isn’t any signage.  Chief Foust indicated that he was not aware of any ordinance that would empower the police department to control this activity.  It was suggested that signs would be posted and that the recreation department would draft a policy  to control skateboarding.


POLICE DEPARTMENT -      Chief Foust was present.  

A.      The new cruisers, previously referenced at prior meeting minutes, have been ordered.  They are scheduled to be built            on approximately  May 22, to be delivered in mid-June.  The new restraint system, window guards and seating will                be in all new cars.
B.      The new bulletproof vests have been ordered and paid for.  We are currently waiting for grant funds,  which will offset                 the majority of the costs.
C.      The new camera system is in and will facilitate processing for all.
D.      Police officers will be re-qualified for side arms and several officers have just completed additional training.
E.      Chief Foust has finished the new policy on door to door canvassing.  It was suggested by Councilmember Albrinck                 that anyone doing door to door sales or canvassing must report to the police department for a permit,  although,                        some charitable entities will be exempt from the actual fees.  It was discussed and determined that it would be                         appropriate for the police department to be aware of any individual or group that intends to go door to door soliciting
        in any manner.  Chief Foust will contact Village Solicitor Tim Burke to draft  language for a proposed ordinance
        to address this issue.
F.      The new security camera is in.  Council committee members unanimously suggested that seven days be set as a             limit for anyone, resident or business, to use the security camera due to the potential of others having to wait to use                 the free equipment.  If there is no one waiting to use the equipment then it can be extended at the discretion of Chief                 Foust.

FINANCE DEPARTMENT – George Snyder was present.

A.      TEL Legislation – Mr. Snyder confirmed that the base year for the  TEL Legislation would be 2006.
B.      Ohio Police Pension -  Mr. Snyder  confirmed that the Police Pension contribution for municipalities will, in fact,                     increase from 19.5% to 24%, in line with the Ohio Fire Pension.
C.      Appropriation Ordinance – Mr. Snyder submitted to council committee members the proposed Ordinance                              Transferring    Funds.  The committee discussed the transfer for $3,000 for salaries and whether the increase in salary                 would actually occur.  Mr. Snyder confirmed that this was simply making the money available but any subsequent          salary would have to be approved by council.

ADMINISTRATION DEPARTMENT –

A.      Healthcare Insurance Cost Policy – Mr. Lohmeier has once again raised the issue concerning the Healthcare                       Insurance Cost Policy.  It was recommended that we look to obtain additional information to see what other                      municipalities are doing as far as employee contributions to the cost of healthcare.  Mr.  Snyder will obtain additional        information from the Center for Local Government        and we will evaluate this next month.


There being no further items to come before the committee and upon  motion made  by Councilmember Doug Lohmeier, seconded by Councilmember Jeff Albrinck, the meeting was adjourned.
